Tim Sullivan is Vice President of Operations and a Senior Regulatory Specialist with more than 20 years of experience helping clients navigate the regulatory, environmental, and technical complexities of hydropower licensing. He works with utilities, developers, agencies, and stakeholders across the country to develop practical strategies that balance renewable energy, environmental stewardship, and long-term project success.
Tim is particularly drawn to projects that bring together diverse interests and perspectives. He enjoys working with clients, agencies, and stakeholders to build consensus, resolve complex issues, and develop licensing strategies that move projects forward while protecting the natural resources that make each river system unique.
Growing up around Gomez and Sullivan gave Tim a firsthand appreciation for the collaborative, multidisciplinary approach required to solve complex water resource challenges. Today, he enjoys working on rivers across the country, helping clients navigate the intersection of environmental science, regulatory strategy, and renewable energy while building consensus among diverse stakeholders.
Tim has more than 20 years of professional experience managing conventional and pumped storage hydropower licensing projects throughout the United States. As Vice President of Operations and Senior Regulatory Specialist, he provides strategic leadership for complex licensing efforts ranging from less than one megawatt to more than 1,800 megawatts, guiding projects from pre-application planning through license issuance and implementation.
His experience spans both the Federal Energy Regulatory Commission’s Integrated Licensing Process (ILP) and Traditional Licensing Process (TLP), with technical expertise in hydrology, hydraulics, water quality, fisheries, recreation, geomorphology, cultural resources, and environmental permitting. Tim is also recognized for facilitating stakeholder collaboration and helping clients navigate challenging regulatory issues while building lasting relationships with agencies and project partners.
In addition to his client work, Tim is an active leader within the hydropower industry. He serves on the Advisory Board of the National Hydropower Association, presents at industry conferences, and has contributed to the development of the Hydropower Systems Principles Course.
Outside of work, Tim enjoys coaching youth sports, especially basketball, and spending time with his family. Whether traveling to his children’s sporting events, vacationing on Cape Cod, or exploring new places together with his family, he values the same sense of teamwork and connection that guides his work with clients and colleagues.
